A method for operating a core router that provides multiple levels of service to packets is provided. The core router receives packets from input links, and accepts or drops them based on the level of congestion in the outgoing link it is destined for. The level of congestion is determined by comparing the queue length of the output queue of the link with a configurable maximum queue length, and by comparing the rate at which the queue length is increasing with a configurable maximum rate of queue length increase. A threshold value is computed based on the above measurements, and this value is updated periodically based on the level of congestion in the system.
