A composition comprising cationic species and polyoxometalate anionic species, wherein the polyoxometalate anionic species are coupled through a network of bridge ligands. An apparatus comprising a first electrode and a second electrode; a current collector coupled to one of the first and the second electrode; and an electrolyte disposed between the first electrode and the second electrode, the electrolyte comprising a cationic species disposed in a polyoxometalate network.
