The system and method is an attribute-based system and method that may be part of an overall system and method for planning the use of supply chain network resources. The system and method attempts to fulfill an order by determining the best location-resource-bucket opportunity. The method and system may use several user define criteria as well as evaluating each acceptable resource's ability to supply the requested goods through inventory, manufacture, purchase and/or substitution.
