Abstract
The present invention provides a polymer blend comprising a general composition including a rare earth element, an elements of Group VI.sub.A an elements of Group V.sub.A a first fully halogenated organic group a second fully halogenated organic group, and one of a perfluoropolymer, a flouropolymer, and an optical polymer. Methods of forming the polymer blend are also disclosed.
