A computer-performed method of providing unique identifiers (UIDs) for items. Input indicating one or more items is received. A UID is issued for one of the one or more items. The issued UID is stored in a database. The method includes controlling access to the database to enforce a workflow for coordinating performance of a plurality of functions relative to implementing the issued UID.
