A hydrophilic plant growth substrate formed with a formaldehyde-free curable aqueous binder. The formaldehyde-free curable aqueous binder is formed in a process comprising combining the following components: (a) a hydroxy-containing polymer, (b) a multi-functional crosslinking agent winch is at least one selected from the group consisting of a polyacid salt(s) thereof and anhydride, and (c) a hydrophilic modifier. The hydrophilic plant growth substrate has excellent properties and is made in an environmentally friendly process.
