A foamable composition, includes (1) about 6% to about 70% by weight of at least one organic carrier; (2) about 0.1% to about 5% by weight of at least one surface-active agent; (3) about 0.01% to about 5% by weight of at least one film forming agent; (4) water; and (5) about 3% to about 25% by weight of the total composition of at least one liquefied or compressed gas propellant.
