An organic EL device and a method for forming the same, capable of obtaining a high light emission yield and improving long-term stability. The organic EL device is an organic EL device (100) including: a conductive substrate (101); an inorganic insulating layer (102) laminated on the plane of the conductive substrate (101); an organic insulating layer (103) laminated on the inorganic insulating layer (102); and an organic EL element (110) on the organic insulating layer (103); and a sealing material (150) of sealing the organic insulating layer (103) and the organic EL element (110), and the organic insulating layer (103) is arranged inside the sealing material (150).
