The hybrid wireless communication system may be configured to jointly determine assignment of the locations (and, thus, the associated communication gateways) to the multiple carrier frequencies of the multiple radio spectrum bands and to configure the wireless network access devices to support the jointly determined assignment of the locations to the multiple carrier frequencies of the multiple radio spectrum bands.
