The present invention relates to a starch composition comprising a starch and a vinyl alcohol-based polymer, wherein the starch has an amylopectin ratio of 70% or more, the vinyl alcohol-based polymer has a degree of saponification of 96 mol % or less, and based on a total mass of the starch and the vinyl alcohol-based polymer, a ratio of the starch is 40 to 90% by mass and a ratio of the vinyl alcohol-based polymer is 10 to 60% by mass.
