Abstract
A phase shifter includes a substrate, an optical waveguide, electrodes, and transition structures. The optical waveguide is disposed on the substrate. The electrodes are respectively disposed on two sides of the optical waveguide and perpendicular to an extension direction of the optical waveguide. The transition structure is located between the optical waveguide and the electrode. A refractive index of an end of the substrate that is close to the optical waveguide is less than a refractive index of the optical waveguide, and dielectric constants of the transition structures are greater than a dielectric constant of the optical waveguide. The dielectric constants of the transition structures are greater than the dielectric constant of the optical waveguide.
