A method for manufacturing an elastic layer on site provides for downsizing an aged artificial turf into artificial turf fragments, processing the artificial turf fragments for generating a plastic melt, after the plastic melt solidifies, downsizing the solidified plastic melt into plastic particles, mixing the plastic particles with a binding agent for forming a fluid elastic composite, and applying the fluid elastic composite on a substrate at the site for forming the elastic layer.
