Permeability of a subterranean formation is increased by injecting into the formation sufficient amount of chlorine dioxide solution to react with formation clays and silicates. The pH of the ClO.sub.2 solution is controlled between 0.01 and 3.2 using preferably a mineral acid and liquid CO.sub.2 blended with the aqueous ClO.sub.2 solution.
