A surgical apparatus for localizing and removing tissue is provided which includes a housing defining an opening at a distal end, the housing further forming a tissue receiving cavity in communication with the opening, a localizing needle disposed within the cavity and defining a longitudinal passageway therethrough, a tissue marker housed within the longitudinal passageway, a marker deploying mechanism operatively connected to the marker, and a tissue cutting member operatively connected to the housing in proximity to the opening. A method for surgically localizing and removing tissue is also provided which includes the steps of (1) providing a tissue localizing and removing instrument including an housing having a tissue receiving cavity at a distal end, a tissue localization needle operatively connected to the housing, a marker disposed within a longitudinal passageway of the tissue localization needle; and a tissue cutting member operatively connected to the housing (2) positioning the tissue localization needle within target tissue (3) deploying the marker to mark the target tissue, (4) severing the tissue to be removed, and (5) removing the severed tissue from the patient.
