An reference image compressor for use in an encoding system or a decoding system. The reference image compressor includes compression circuitry and decompression circuitry. The compression circuitry compresses reference frame information. The decompression circuitry decompresses at least a portion of the reference frame information where the portion is selected in response to a motion vector.
