An electrophotographic photoreceptor includes a conductive support including a surface having an arithmetic average roughness Ra1 of 0.3 μm or more and 1.0 μm or less, an average length RSm of a roughness profile curve element of the surface in an axial direction of the conductive support being 400 μm or less, and a photosensitive layer disposed on the conductive support, the photosensitive layer including a surface having an arithmetic average roughness Ra2 of 0.05 μm or more and 0.8 μm or less.
