Provided is a method capable of predicting the quality of cement in a short time and with high accuracy. A method for predicting the quality or manufacturing condition of cement using a neural network having an input layer and an output layer, wherein, after using learning data and monitoring data, a neural network is learned for a sufficiently large number of times of learning such that sigmaL=sigmaM is obtained while the number of times of learning is decreased, specific monitoring data is inputted in the input layer of the neural network, in which an analysis degree determination value obtained from the learned neural network is less than a predetermined set value, and the estimated value of specific evaluation data is outputted from the output layer of the neural network.
