Disclosed are: a substrate for biochips, wherein a carboxyl group is immobilized on a substrate, at least the surface of which is formed of carbon; and a method for producing the substrate for biochips. This substrate for biochips comprises: a substrate, at least the surface of which is formed of carbon; and an acrylic polymer that is immobilized on the surface of this substrate and has a free carboxyl group in the molecule structure. This method for producing a substrate for biochips comprises a process wherein an acrylic polymer having a free carboxyl group in the molecule structure is irradiated with ultraviolet light, while being held in contact with a substrate, at least the surface of which is formed of carbon.
